Some would consider a 16 year old is still a child, but we/the state trusts them with the responsibilty of driving a motor vehicle alone. Would a 16 year old child need to have a parent to buy a toy gun?
FWIW I agree with age_ranger, it's up to parent to teach thier kids. Some will learn and some will not. It's unfortunate for those that don't. Most of us that have or had small children have or will teach them gun safety. I feel this this should also extend to thier toys.
