The Code gives colleges authority to determine where handguns can be carried, not how they can be carried.

I'm not sure that will fly either. Allowing professors to choose to make their offices off-limits would give legal authority to professors that the statute reserves exclusively to the president and board of regents.

This is pure speculation on my part, but I cannot imagine the working group was not in frequent contact with the President. This report would make it very hard for him to deviate significantly from its recommendations. The absolute ban in dorms will likely lead to a law suit as SB11 expressly states that schools can regulate the "storage" of handguns in dorms.
