There would be some merit to your argument if DPS had to do additional work to issue a CHL to a CHL Instructor. However, that's not the case. As noted more than once, we pay $250 over 5 years and have 2 to 3 background checks performed, so all DPS has to do is manufacture the plastic CHL and mail it. I have thought about drafting a bill that would require the issuance of a new 5 year CHL to every instructor when we renew every two years.

HB2625 doesn't grant any special status to instructors, it simply stops charging us for something that we've already paid for 2 1/2 times.

I didn't know this bill was coming, but I do think it is reasonable. No, not because I'm an instructor, but because we have to renew every two years and pay a $100 fee. That's $250 (avg.) over 5 years and we have a background check done 2 to 3 times over the 5 year duration of a CHL, depending upon when our CHL comes due.
