I don't think police checking out the report is an over-reaction. If there was someone with a rifle on the roof of a parking garage and wasn't otherwise doing anything illegal, then nothing would (or at least should) come of the short investigation. If he has his shooting mat on the ground, his rifle bi-pod set up, scope covers open and he's aiming at the Capitol building, I trust the officers would intervene to stop him from taking the shot.
