The driver passed a field breathalyzer test. He may have been impaired by some other substance than alcohol. My guess, with no evidence at all, is that the driver had been rejected from the academy for some reason.
FWIW, it was a mixed group of cadets from multiple jurisdictions running together. Most, but not all, were LASD. One was a cadet from my former home town's Pasadena PD.
