It's not Jones's job to ask Congress to write a law. That's his boss's job. Jones is supposed to make recommendations to his boss, then his boss asks Congress for legislation. If his boss doesn't want the political hailstorm that will follow those kinds of requests, then he can avoid them simply by leaving it alone.......or he can absorb the fallout and proceed.
