For a couple of reasons... One is the understandably strong temptation to try and undo every perceived injustice in one fell swoop, despite the consequences. While I am not opposed to open carry in principle, I am not a political neophyte, and Charles is correct. For opencarry.org's agenda to be successful without doing damage to those rights we've already secured, they need to be much more sophisticated in their approach; and they need to secure for themselves the guidance of a good state bar certified lawyer with experience in this particular area of the law before trying to push that agenda.
