A police officer can observe behavior but he can't read minds and know your intent, so don't be surprised if he lets a judge or jury make the decision regarding mental state and culpability.

I understand that - but if TX were to get rid of the law requiring us to carry the license, an out of state CHL would not have to carry a license in Texas, regardless of what his states law is. This would be a problem as far as verifying the validity of the persons statement. An out of state person...
