I can't help with ranges in your area but did want to suggest that you separate the two items, at least as you perceive the costs. If you will buy a bulk box of ammo, you can get it fairly cheap... lots of mail order options (SG Ammo, Freedom Munitions, etc.) and in Houston, you have a freedom munitions retail store if you can't find a deal at other retailers.
Anyway, the point is that if you buy a bulk box of ammo, it's done and you only feel the range fees when you go shoot. Not to mention you can save up to 50% on the ammo itself... and always have a bunch available to go shoot!
