TPC states that the premises of a sporting event are off limits, so unless the marathon was held indoors, it would not apply.
Packet pick up the day before the marathon.

Not only not impossible; quite likely.
I was there last weekend for the Houston marathon packet pick up... a decidedly not professional sporting event. There were 30.06 and 30.07 signs all over the place.
