The state operates on a 50 minute hour, allowing for a 10 minute break every hour on the clock. IF the class took no breaks, it is possible that the requirement was sufficiently met.

I think this is a common misinterpretation of the concept of a break. A four-hour class with ten-minute hourly breaks is not the same as a 3:20 class with no breaks, and a ten-hour class with ten-minute hourly breaks is not the same as an 8:20 class with no breaks. Though the amount of content is the same, the length of the class is still the time between starting and ending.
I find nothing in the code that explicitly spells out the use of breaks either way. But I have witnessed my wife's state-approved online defensive driving class that required her to sit and wait until the end of the six-hour period despite finishing the content much earlier.

If a student experiences this in a CHL class he would be, in my opinion, as guilty as the intructor, if not worse, if he fails to report it to the DPS. He would have a reasonable expectation of what this instructor could be expected in the future to put on the street carrying a concealed deadly weapon.

Thanks, 322da rules are just like laws they aren't suggestions if they apply to me then they apply to all instructors. There are rumors of some "instructor" in my area that takes the money and issues a CHL 100 that's it! If I ever find out who it is I will drop a dime (probably 50 cents now days ) on them in a New York second.
