I've never seen the cable setup at an outdoor range, so it is probably the first option.

Thunder range on the Porter highway has a 25 yard outdoor pistol range with a manual pulley system for targets. The range fee is $9. Their address says Conroe but they are actually due east of The Woodlands.

From Houston go up 45 past The Woodlands and turn right at 242. Turn right on the FM that goes to Porter and yes, I forgot the highway number. It's a couple miles down on the left.

They also have a 300 yard rifle range.

It's my favorite public range.
