I figured such, but it should be pointed out that the GCA and NFA are Federal laws and I don't think Vermont had any analogs (as Texas does for NFA), until their recent legislation. Which portions were restrictive? I seem to recall they have had permitless concealed carry at least since the '80's. I can't think of any other state which has.
