I haven't heard of any states that require you to display a permit if you're not carrying. Some states have the permit as an endorsement on your DL which you have to show if you get stopped while driving. There are also some states where it would be a really bad idea to show your permit...like NJ, MD, CA. I got stopped in NJ once and the cop saw my CHL under my DL when I handed it to him. He asked if I was carrying to which I replied "Of course not!". IMO, I always disclose that I have a license and a weapon, regardless of the State law.
