The criminal penalties were removed at the State level in Texas a few years back, which is likely why he didn't get arrested. There actually are no federal criminal statutes that apply. Outside of TABC rules, 30.05 is the required sign to prohibit unlicensed carry, so, those TABC signs would still not be useful other than as window dressing. Unless they have metal detectors, I would just carry concealed. 30.0x statutes don't apply to county property. And the entire Fair is not a 51% alcohol venue.
