It depends. Is the land inside city limits? What do municipal and county laws say?

Counties are preempted from prohibiting shooting on tracts exceeding 10 acres (Local Government Code 235.022) but they are not required to regulate shooting on smaller tracts. So it could be legal on 2ac in one county and illegal on the same size lot in a neighboring county. I think preemption kicks in at 50 acres inside city limits but IANAL.
