It does matter. "The licensing state does not issue concealed pistol licenses to persons under twenty-one years of age" is a statutory requirement for Washington to recognize Texas.

Update: I received a letter today from the office of the Attorney General of Washington. If anyone is interested, the comments by Jason73 were substantially correct. They can't enter into reciprocity with us because "Texas issues licenses to persons under twenty-one years of age if they are honorably discharged veterans."
