Think of all of the revenue the state is missing by not taking action and collecting those fines from all around the state.

Why do you need to speak freely?
Why do you need freedom of religion?
Why do you need freedom of the press?
The Bill of Rights does not require anyone to pass a needs test in order to exercise their rights.

Charles, how do you see this playing out procedurally? Have the necessary notices/photos been sent to the zoo, AG, or whoever? What do you foresee as the timetable for things to start moving on this?
