Seriously though, I never really thought about getting a CHL until I was enlightened by a couple friends who carry.

I think its a great idea to restrict them. If you cant pass a background check, you shouldn't be granted the privilege.

According to the article, 30% of all licenses are issued to non-residents. I don't understand why they would issue licenses to them either.

I think the answer is Probably. If he gave the firearms to a lawyer or friend, he could get them back when the restraining order was lifted or expired.
