Foreigners can get a Texas CHL if they buy a hunting license. The law doesn't require anyone to show their Texas CHL to CBP and it doesn't prove anything they need to know, so what's the point? The AR15 and M1 carbine are great for petite women and small statured men, so size is not the issue. The only thing that makes any sense is maybe McCarthy is one of those sexists who think cars, guns and voting machines are too complicated to women to operate.
