Very likely an overworked Cop with his duty weapon.

I would walk by and quitely mention "Dude, yer printing" and go on.

Having spent 18 years going to hundreds of Soccer, Baseball, and Football games I know the drill.

There are plenty of Soccer Moms that will figure out after 10 minutes what is under the shirt and I doubt he wants to get called out by a dozen Moms and then the Coaches. Oops, almost forgot...there is typically overtime LEO's around as well.
