Right. A no skateboarding sign prohibits skateboarding, but doesn't prevent a teen from putting his skateboard in his backpack and walking into the mall. A ghostbuster sign with a cigarette similarly means no smoking, but it doesn't prohibit a woman from having a pack of cigarettes concealed in her purse.
