I may be wrong, but I think using IP telephony to spoof phone numbers--at least in some form--is still able to go undetected/untraceable. That's the way I still get calls every other day about "your car's service warranty" is expiring. Moreover, checking Spokeo shows me that most of the spam calls that look like they're local are spoofing actual, valid phone numbers. i bet the cops were really eager to bust in and see.
surely they can trace the point of the call and go after the fake reporters. thats some serious stuff
