So am I understanding this right, The HLS&R is a private owned company. BUT the NRG grounds is county owned. Therefore their 30.06/07 signs are invalid? But the off duty cops who work as security will tell you its against the law to carry?

Is concealed carry carried allowed outside of the concert venue at the rodeo? Basically at the fair grounds and livestock/vendor areas? Anywhere not including the stadium concert area?
