It apparently varies. Flipping through news articles, it appears that licensed guards can carry if they are guarding cash or precious metals. Which in the case of any given billionaire's residence, I'm wondering how hard it would be to make a convincing argument.

In this case, though, the murdered billionaires do not appear to have been shot, suggesting that the perpetrators might not have been armed with anything beyond their own physical strength and some blunt objects. In that scenario, even partially-armed body guards would have been a heck of a lot better than none.

Interesting factoid from the CBC a few years ago: "There are now more than 140,000 private security guards licensed in Canada and only about 70,000 active police officers."

It's a strange story because, being billionaires with a capital B, they could easily have hired extensive private security if they really felt as threatened as they had previously voiced.
