If people were judged by their actions in this society, then we would alot further along in life.
So, it is better to wait until the guy shoots at someone before you investigate it as suspicious.

I have no problems with a LEO asking me questions. I have no feeling of guilt so I don't feel accused. A LEO asking me questions is not violating any civil rights. It's their job to protect society. Why would I want to hinder that?

If the police did not react to these calls and just said, "Ma'am there is no law against wearing black and carry a long gun on the top of a parking lot," what do you think would have happened if the man in black took out several people?
