Well, Texas has the resources to do the job right. It appears that the status quo at DPS is being accepted when there much room for improvement. Do you know that DPS management has been denied requested resources? When? Where? Please share the personal inside information that you must have or we will have to assume you're only guessing.
It is known that the volume of applicants has increased over the years, and that the funding provided to the licensing division for CHL is not allowing faster processing. This comes from meetings that have been had with DPS, legislators and other interested parties.

The processing time is WAY better than when many on the forum got their licenses. I know of a time when 6 months was the norm, just ask here and you will get that answer.

If you believe it is mismanagement or some other issue, then as I suggested, call your State Representative and ask them to look into it and provide feed back with what they find.

DPS management is not the problem. The problem lies in funding and the manpower and resources available to process them quicker. Talk to your state rep and request they help send more funding to the program, that is what would help.
