There is no longer a 6 month residency requirement. If you establish residency and change your driver license over you can then get your CHL.treadlightly wrote:I am no expert, but I think it's six month for a resident's license. From 411.172:

You do not have to live in Texas 5 years, but need to show the locations you have lived over the past 5 years. If you were in the UK prior to coming here, then list your legal addresses there. Make sure not to leave any gaps in employment or address dates.
