OK, so that everyone knows the difference, here are what the two signs look like

This one is OK to pass

This one is NOT OK to pass

And, as a note, the blue sign does NOT have to be blue. I have seen businesses make their own version. Just has to meet the guidelines of wording and size by TABC. The 51% DOES have to be in red and 5 inches high on the sign.
