There is a difference in prison and professional tats. This guy maybe has a mixture, but none of what I would call high quality even for those that may be from a shop.
You do see a lot more women these days (and men too) that have numerous tattoos. There is one lady in the local Home Depot where I shop that has a large number of tattoos that are visible. Also, if you watch the television show American Pickers, Danielle that runs their store has a lot of well designed body art. If someone with a large amount of very good quality tats approaches me, I will be much less on alert than if a person with gang/prison tats confronts me.
Either way, tats or not, I will always look at the demeanor of the person who is approaching me and what their body language is, if I have time, to asses the possible threat before it reaches me. If I have someone that comes on me quickly without warning, I will be going to level orange no matter until I can verify they are not a threat to me or others.
