They were in the sally port. Not sure on their policy, but we always would enter the port, disarm and lock up the weapon, then get the prisoner out and pass them on through the second gate. Armed with a prisoner unrestrained (even in handcuffs) in a sally port seems a little odd to me, but maybe their policy allows (or allowed) it.
