On topic, police have long used teddy bears to calm upset and frightened children. Not surprised they used lollipops on someone who was unstable.
I remember once I promised one of our town drunks that I would take him to the liquor store if he would go home. That seemed to appease him. He went home (about 1 block down the street from where he was staggering) and we never went to the store. I KNOW he didn't remember the promise, much less even talking to me, the next morning.
