Yes it is kind of goofy. The way I see they interpret it is you are engaged in a sport where you are using a firearm when hunting. When fishing, you are not, so hence the guidelines. You can also carry onto COE land if you are going to a shooting range or other sporting activity involving a gun. Hopefully in the near future they will look at the National Park carry legislation that went into affect this year and change the rules to allow CHL's to carry on COE land.
