Yeah, it can happen with a bad cop, but if he wants to get her information he has a lot of other ways to do it, even without stopping her. As the brigade CSM told me up at Ft. Bragg several years ago, "...not all soldiers are good soldiers..." as we were discussing vandalism on a major post construction project. The CSM's observation applies to all walks of life.
Bottom line, we need to be able to trust our LEO's. And while there are bad apples, the vast majority are not. In this case, we may never know. However, if there were no follow-up calls or attempts to contact, then he probably just had a change of heart and was being nice.
