HV is correct. I used to see officers get reprimanded for this infraction during qualification frequently. You will find that many Chief's in major metro areas are 99% administrative. They 'might' have qualified with their weapons once or twice a year at most per the departments requirement, and are probably not active shooters. This means they tend to forget proper firearms handling and other safety factors (not that that is an excuse.)
