I almost always have to stand in line 15-20 minutes to get to the one window out of 5 that is open. Always someone on break or lunch when I go. Customer service levels are not very good.
IANAL. but IMO the contract offices would be off-limits in the store itself (if they are recognized as an official sub-station), but outside the building and other stores in the strip mall would not be.
