I have a friend who is one of those"anti-tax" on internet purchases people. Not that I recommend this, but he states if you order ammo from a texas company, you put the city and state to somewhere like Louisiana and use your proper zip code. He states he doesn't pay state tax. He is a sly bugger, but I won't be trying that.
Technically, anything could be delivered to you with only your zip+4. My mom once sent a letter with a persons name, and say 77024-3454 and it got there with no prob. Call it your homes SSN
