I may have overlooked it but AZ has recently changed their laws and are one of the easiest to get now. They will take just about any training as proof of proficiency (even hunters safety given that shooting was involved). It is no longer required to take the class in AZ or to take a "CHL" class at all. Basically you fill out a one page form that is similar to the 4473 in questions and submit your fingerprints. No photo required either.... $60 out the door

It will be moot if the resident license requirement passes but if not it doesn't get much cheaper than that.
