Well from my understanding the 30.06 sign is still valid, but now you have to post both signs. If someone who likes to open carry goes into a place with a 30.07 sign, then simply they would conceal and it would still be okay. If both sign are present then they would have to leave their weapon in the car holster.
As far as hospitals, every time i've gone in one I've seen both signs.
