Rep. Eric Johnson, D-Dallas, said lawmakers should introduce an exception to the open carry law that they passed in 2015. Cities of a certain size should be able to pass ordinances that ban open carry, he said.
“We ought to be able to give the mayor and the city council of cities of a certain size more tools,” Johnson said. He proposed such a measure last year, but it was rejected.
In the chaos during and after the shooting, Dallas officials misidentified Mark Hughes as a suspect. A photo of him carrying a rifle was disseminated to the media. Hughes turned in his firearm, was questioned by police and released.
Media reports have suggested that dozens of the marchers in Dallas were carrying openly, a factor Dallas Mayor Mike Rawlings has said probably added to confusion during the deadly incident.
It has always been legal to openly carry long guns in Texas, but it only recently became legal to openly carry handguns. After the shooting, Rawlings voiced his discontent with open carry.

DPD is reporting they have now lost 5 officers. With the 1 DART officer (first in the history of DART to be killed on duty), this brings the loss of life to 6.
