A few years back, when Arkansas Department of Corrections operated the Bi-State Jail in Texarkana, a forced-cell move involved a thorough dousing with chemical agent, followed by an entry team using stun shields. At the time of one particular incident, the chemical agent turned out to have an alcohol base. Take one alcohol-soaked individual, add a big sparkly shield... *whoosh*!
They changed their policy soon afterwards.
