Fortunately, the people in charge of enforcing the laws follow the rules, instead of opinions about what people should be "entitled" to.

One thing I have suggested to the CHL Instructors I know, is that they allow people to audit their classes for a substantially reduced fee. No photos, fingerprints, paperwork or range time... just instruction in conflict resolution and the law, the same as the CHL students are getting.

This would be good for people who "travel" exclusively (unlicensed vehicle carry), those who are wondering if CHL is right for them, out-of-stater visitors, and new movers (or even Texas residents) who have out-of-state licenses. It's even good for people who just keep a gun at home.
