The same way a Texas CHL can legally carry concealed within 1,000 feet of a school (the "zone" in the Gun Free School Zones Act): the GFSZA makes an exemption for anyone with a license issued by the state in which the school is located, if the license is only issued after conducted a background check.

Once you get above the Local level, union reps seldom advocate for the memberships. Get more than two levels removed from the Local, and they're usually working for their political handlers.

And I say this as a long-time union officer.

Any school district could do the same thing by quietly modifying their no-weapons policy to state "except for those authorized by state or federal law to carry concealed handguns."
