What do you want to bet, that the manufacturing company selling alcohol, had a supply of labels that were just like major US distilleries? Mexico, only takes action if they believe their tourist business (nearly their only business) is threatened. I'm sure the bars, and manufacturing plant, were paying law enforcement pretty well, to look the other way.
