If I'm following his non-logical "logic" then anyone who cannot trace their ancestry to either Eastern or Western Eurasia is racist if they own a dog, because those are the regions of the world where dogs were first domesticated. In other words, it is WRONG to share inventions and ideas beyond the geographic area where they were first discovered / developed. Kind of an extreme anti-free trade argument. But it's not just wrong. Benefiting from anything that did not originate in your specific neck of the woods actually makes you a racist. But back to dogs specifically, does he realize that people originating in one of the 2 "allowable" regions had white skin? In the other region they would be modern-day Asians. Notably, the major ethnic groups that did not originate in these "allowable" areas are black and hispanic folks. Even his crazy "logic" does not support his conclusion that all white people should give their dogs to People of Color (POC). It's actually the opposite. Every POC should give their dog to a White or Asian person who can trace their ancestry to Eurasia.
