Sounds like an idea, except that the county Sheriff, under direction for the accredited State Agency, would remove you from the (your) property to prevent you causing further damage. The county may then file a lien in the amount of anticipated remediation costs, which you are responsible for- and that can happen before you go to court, unless you're ready to go with that high dollar attorney.
Many of the cities in California have local ordinances forbidding trimming or removal of certain trees.
So a nosy neighbor could report you to the police and they could come out to your home and issue a summons. :rules:

Sonora, CA — Be advised, PG&E electricity rates will go up starting on New Year’s Day.
The average customer is anticipated to see an increase in electric bills by around 2.7-percent, which will be around $3.29 per month.
The increase was earlier approved by the California Public Utilities Commission. The company also filed paperwork with the state on
Friday that indicates another rate increase could be coming sometime in 2020. PG&E is trying to emerge from bankruptcy after its
infrastructure has been tied to various wildfires in the state over recent years.

I have a friend in California with a dead tree in her own backyard. The city will not let her remove it!
Do you have any idea why they won't let her remove a dead tree?

Actually I found out it is dying tree, but I don't know all the details, I think you need an arborist to certify that the tree is dying or dead. Certain trees are protected or heritage trees.
You need to submit an application for a permit to remove trees and depending on the tree, submit a plan to replace the tree. A report from a certificated arborist must submit a report with
the application for the permit. For example you can't remove trees that are over 8 inches in diameter. Every home is required to have at least one tree facing the street. Each city has it's own
requirements and I haven't had any desire to look up all of the details. It's beyond belief.

An interesting article. My friend does know about the power outage. They have said power will be off for at least two days, but it hasn't happened yet.
I don't see where it talks about the power issue. I thought that PG&E would have easements for their power lines and would be responsible for keeping them clean.
Maybe they are but the various laws restrict them from proper trimming and maintenance. I can hope, but i don't see the problem getting fixed in the near future.

Because of the commies.
The state was actually supposed to have regular controlled burns of thick areas, but much red tape and regulations are required to do so. For example, it can only be done at certain times of the year, under certain weather conditions, with the right funding and permitting, when unicorns are flying, etc. Because of that, it never happened. The trees in the mountainous regions have actually hit its all time high in density. With the lack of rain... well, you can do the math.

I like this quote from Scott Adams this morning.
I'm in a third world country now... We don't have electricity all day long... We have electricity sometimes. Sometimes we don't. Sometimes you can walk down the street and not step in human feces. But not every time. We're not some first world country here in California.
So they won't cut the trees because of the commies. So they cut the electricity instead of the trees. I don't understand - it must be the new math.

I have a friend in California who just posted about this yesterday. She thinks that cutting power is a ruse so PG&E can raise their rates.
It used to be that they were a monopoly in certain parts of the state. I am not sure if that is still true.
