If not, then you may simply have your application held up while they ask you to provide proof of a valid license. However, having a drivers license is not a predicate to having an LTC. So it isn't that you didn't have one, it's that you had a suspended license, and the reason(s) behind the suspension may or may not be disqualifiers.
