This is true of change management, but you have to assume that "management" cares. In this case, I don't really think that the police or DA cares what kind of rumors abound on a CHL forum. I don't know if there is a standard process. In some cases involving handguns they may post the CHL status to explain why the person was not charged with carrying a concealed weapon. The article indicated that there was "bad blood" between the two. It also said that there were some other people present.
