I agree that the waiter was foolish to chase down these three men. IMO, tt wouldn't matter if it were $51 or $510. As to the IDs, it's entirely possible that they were not carded and did not have fake IDs. As you stated, the DA will have plenty of time to add additional charges. The suspects were arrested in a different town from where the restaurant is located (that area is a patchwork of small towns). It could be the police just charged them with enough to get some serious bail. The DA can develop more charges later.
I agree about the fake IDs, if that was the case. Fake IDs are a serious issue related to illegal immigration, identity theft, and terrorism.

The legend of how chicken wings got popular is when an Italian restaurant in Buffalo, NY got a delivery of chicken wings instead of their normal order.
