This topic has been discussed many times in this forum. I am not sure what "bypass" you are referring to, but it has nothing to do with the FBI or DPS investigation for a CHL.

A criminal background check for a CHL isn't the same as a security clearance investigation. Whether or not a security clearance check was performed or a clearance was issued it will not "show up" during the criminal background check for the CHL application process.
